The Government of Pakistan (GoP) decided in 1960 to establish an autonomous authority to deal with all available water resources and power system network including the generation, transmission and distribution of electricity. It was named Water and Power Development Authority (WAPDA) as the second largest department of Pakistan after Pakistan Army.
